  • A Development Agreement was signed on 08/11/2007 by and between NDITA and JUSCO – VOLTAS Consortium with KMDA as confirming party. The Private Partners formed NabaDiganta Water Management Limited (NDWML – A SPV- jointly floated by JUSCO and VOLTAS, both TATA Enterprises).

  • NDWML was given responsibility to Design, Build and Implement all facilities of Water Supply after validation of design by NDITA / KMDA.

  • Financing of the project is based on PPP/ BOOT Model where the Private Partners would bear 65% Project Cost and the revenues will be collected by them. Viability Gap Funding of 35% is being provided by Govt. of India through JNNURM. The cost of the UGR exclusive for Sector – V shall be borne by NDWML and Government of West Bengal on 50:50 basis.
