Project:    Water Supply of Nabadiganta

Private Partner-Nabadiganta Water Management Limited (A SPV formed by Jusco & Voltas)

Concept of the Project

  • Sector-V of Salt Lake City has been carved out from Bidhannagar Municipality in the year 2006 and Nabadiganta Industrial Township has been constituted by the Government of West Bengal. Since then Naba Diganta Industrial Township Authority (NDITA) is functioning as an ULB to give focussed attention to Sector – V, Salt Lake, the IT hub of West Bengal.

  • NDITA is committed to creating proper Infrastructure & for providing comprehensive urban services to its Customers in the command area.

  • There was no organized water & sewerage network in Sector – V. This project was conceived by UD Department, Government of WB, KMDA & NDITA to provide quality services by creating an integrated Water Supply .

Influencing Factors of the project

  • Absence of Water Supply System

  • Unhygienic water drawn from bore-wells

  • Indiscriminate withdrawal of water causing depletion of natural ground water table and harming the environment

  • Disposal of untreated sewage to soakpits polluting underground water.

Structuring of the Project

  • JUSCO – VOLTAS Consortium were selected as Private Partners for the project through competitive bidding by KMDA.

  • A Development Agreement was signed on 08/11/2007 by and between NDITA and JUSCO – VOLTAS Consortium with KMDA as confirming party. The Private Partners formed NabaDiganta Water Management Limited (NDWML – A SPV- jointly floated by JUSCO and VOLTAS, both TATA Enterprises).

  • NDWML was given responsibility to Design, Build and Implement all facilities of Water Supply after validation of design by NDITA / KMDA.

  • Financing of the project is based on PPP/ BOOT Model where the Private Partners would bear 65% Project Cost and the revenues will be collected by them. Viability Gap Funding of 35% is being provided by Govt. of India through JNNURM. The cost of the UGR exclusive for Sector – V shall be borne by NDWML and Government of West Bengal on 50:50 basis. Total Capital Investment of the project is Rs. 68.01 Crore excluding House Connection Costs. Land required for the project has been given to the SPV on lease.

  • This project has a design horizon of 2039 and is expected to serve a population of 2.26 Lakh.

  • This project is first of its kind in India. 

Details of financial involvement

Total project cost:

  • Water supply project – Rs. 26.07 crore

  • Underground reservoir (UGR) – Rs. 7.87 crore
    Total – Rs. 68.01 crore.

Sharing of the project cost:

  • Government of India – Rs. 21.05 crore

  • NDWML – Rs. 43.025 crore

  • Government of West Bengal – Rs. 3.935 crore

Responsibilities of NDWML

  • Purchase of water @ Rs. 4 per KL from NDITA and supply to the customers on 24X7 basis

  • OPERATION & MAINTENANCE FOR 30 YEARS – this will include maintenance of a full technical setup, replacement and repairs of the pipe lines both for water network and other related work
